i18n review fixes (#63)

Truman's i18n review: release gate runs the i18n, CLI and import tests and checks Babel first; ruff known-first-party = bal; no translated text stored in the wallet (executor push records are copies, status history always saved as 'New', old 'Nuovo'/'Nuevo' mapped back on load).
